About:72-Hour Visa-Free Transit

Is an entry permit necessary?

I arrive in Shanghai April 30, 2016 at 6:10 am from Los Angeles, CA and depart at 5:20 pm for Ngurah Rai International also on April 30, 2016. From what I understand I will not need an entry permit but will need a valid passport, a full completed Arrival/Departure Card (including name, nationality, passport no., visa no. & issuance place, flight no., purpose of visit, date of birth, gender) and an onward ticket with confirmed seat. Is this correct? Also do I have to pick up my luggage when I arrive in Shanghai or can it go directly to Bali?

Denise, it is correct because the 24 hour direct transit is applicable to your transit. If you want to leave the airport, you need to apply for a temporary stay permit which is free of charge at the airport.
As for your luggage, you can contact with the airline company and see if your luggage will be delivered to the final destination. If yes, you don’t need to collect it; if not, you need to claim it on your own and then you can store it at the airport.
