Question

it says that you can carry a bike only with permission and arrangement in advanced. what do you all mean in advanced? is it possible to arrange it 5 hours before the departure time? Is arrangement time only during office hour?

It means you go for the luggage office at railway station with your bike in person and they will deliver your bike to your destination. The bike will not be together with you in the carriage. Since the process will need some time, it would be better if you get there a little easier. You would do it during the normal working hour since the luggage office usually do not work all day.
