In my opinion, the most important emperors would be Emperor Gaozu and Emperor Wu.
The former one overturned the corrupted Qin and established this state.
The latter made actions to improve the agricultural, economical, and technological power of the state, and also drove away invaders from northern prairie. During his reign, the state entered the most prosperous and powerful period.
