Transit Visa for Sri Lankan Citizen

Hi, My husband is a Sri Lankan citizen living in New zealand with permanent residency. We are travelling to SL with a layover in Shanghai for 8 hours, and 18 hours there and back. What kind of entry permit would he need to apply for. we would like to take the kids into the city, but will sit in the airport if we have to.

So you will stop over in China for less than 24 hours on both ways? Actually if yes, you can enjoy the 24-hour direct transfer policy. You can go into the city. Your husband need to apply for a temporary stay permit at the airport to go outside. It's free of charge.
