Is there any direct public train or bus from Shanghai HongQiao train station to Hangzhou airport?

how long it takes and how much cost per person?

No, there is no direct train or bus. I suggest you take a bullet train from Hongqiao Train Station to HZ East (CNY73 for the second class seat, one hour). And at the east railway station, you can connect a direct shuttle bus to the airport (CNY20, 40 mins).
