I am an Indian, residing in Kerala. Can I apply for a multiple entry Visa from Bombay

I had travelled to China on multiple entry permit several times but applied from New Delhi.

I’m afraid you cannot apply for it from Bombay. You should apply for it from the CVASC in New Delhi.
