Latiful, you should first apply for a tourist L type to PRC and when you apply for it, please don’t mention that you will travel to Tibet. After get the L type and enter PRC, you need to find a travel agency to book a tour and then the travel agency will get the Tibet Travel Permit. After that, you can travel to Tibet with the tourist group. You cannot go there alone.
The required documents for tourist L type are as follows:
1. The completed application form affixed with a passport-sized color photo
2. Your passport and copy of its data page
3. If you apply for it in UAE, you need to provide the valid visa to UAE
4. Round trip air tickets and hotel reservation
After, submit your application to the embassy of PRC to apply for it.
