overstay matters

Hi everyone, i am working as a house maid for almost 10 months and no visa anymore, i want to go home but i dont know how..is it safe to surrender to the local police? my agent told me that i need to pay penalty but how can i save money for my penalty if i cannot hold my salary because my agency is the one sending my salary to my family
