About:Top 8 Reasons Why Your China Visa Gets Rejected

Multiple stops in China

I am flying from New Zealand to Germany (on my German Passport) in May. I have 2 stops in PRC, the first stop being in Changsha Huanghua International Airport and the second stop is in Guangzhou Baiyun International Airport before I leave to Frankfurt. All up I will be spending around 8 hours in PRC.

Do I need a Visa or does it come under The 24-hour transit permit exemption ?

Kira, because your total layover time in PRC is less than 24 hours, you are eligible for the 24 hour direct transit and no entry permit is needed.
