Convert Z Visa to L type before Z type expires?

My Z type in Shanghai expires July 1 and I can't renew my contract b/c I have to return to the USA. I have travel plans until July 27 (have proof of plane ticket purchase from Guangzhou). How can I convert my Z type before the last week of June? Can I get more than a 30 day tourist L type?

Jan, you can apply for a tourist L type before work Z type expires. You can submit your application 7 days earlier before Z type expires at the exit and entry administration of the local PSB. You need to provide those documents your passport, the application form with a passport-style photo attached, your residence permit and the return air ticket. The stay duration depends on your travel plan and usually, you will be given 30 days.

I would like to know if it's still the case in 2019 :)
I am ending my contract and I would like to travel right after it. Can I just extend to an L before my Z visa end ? Thanks !
