Can I carry Moringa seeds of small quantity to China to my Chinese friend?

As he needed it for some medical usage for his father's health.

Shueyb, for all I know, you can take them but you need to get a quarantine approval in advance. When you pass the customs, you should delare and the seeds need to go through the quarantine procedure.
