Dear, you should apply for a tourist L type. Your fiance need to write you an invitation letter and provide his bank statement within the latest six months. As for you, you need to prepare your passport, a copy of its first page, and a filled-out application form affixed with your recently-taken photo. After all the documents are collected, you can go to the embassy to submit the application.

Do my fiance need to book a round trip ticket or book hotel? I'll stay in there house.. Can a Philippines passport holder apply for L visa in Kuala Lumpur? Or do I need to go back Philippines to apply? Thank you

Baby, your fiancé doesn’t need to provide it and inside the invitation letter, he should state that you will stay in his house after you enter PRC.
You can apply for it at the CVASC in Kuala Lumpur as long as the area you live belongs to its consular district and you can provide valid entry permit to Malaysia.

So we don't need to book tickets and hotel when I apply visa? How about Bussiness permit instead of bank account of my fiancé?

Yes, the hotel and air tickets booking records are not required if you have the invitation letter.
The business permit you mentioned above refers to business license, right? Actually, I think bank savings account is more suitable compared with business permit.

If so, you can provide both the bank records and the business permit to have a try. If you apply for it this month, its validity is 3 months. After you get it, you can decide when to use it as long as it is valid.
