How to get Chinese visa for a Nigerian passport holder living in Israel???

Hey, my boyfriend is living with me in Israel but he have Nigerian passport. the Chinese embassy doesn’t allowed entry permit for china...but he also have Israelian entry permit that allowed him to travel...how he can have PRC entry permit in this situation because there is not much time to travel in Nigeria for any entry permit????
