Does Ethiopian passport can apply Chinese visa from the PRC embassy in Philippines ?

How about Ethiopian passport? Can they apply PRC entry permit in the embassy in Manila? Any kind of entry permit will be fine as long as it's a month because I need to apply the school and I need time. Currently holding a student entry permit. Thanks for your early response
