Need bus from 383 Nathan Road on 20 February at 0400 to Hong kong airport?

is this available and cost?

Yes, it is available. You are suggested to take bus no.N23 at Diocesan Girls' School, Gascoigne Road, get off at the airport directly. It takes around 40 mins on the way. The ticket fare is 23 HKD per person.
