16 hour transit in Shanghai, does a tarnsit G visa needed?

HI,
I am Indian passport holder, travelling from Delhi-Vancouver and on return flight i have 16 hrs hault in Shanghai, do i need transit entry permit on arrival or shall i apply for one from india only before travelling
