Taiwan passport holder without taiwan id applying for 旅行證 mainland travel document

Hello! I'm now based in taipei... Going to bangkok for a vacation, can i apply my mainland travel document 旅行證 in bangkok?

Dear, Taiwan passport is okay, but if you go Thailand for vocation temporarily and don’t have the residence permit there, it’s difficult to apply for it from there.
