Movement between regions when using the 144 hour visa free transit?

In my previous visit using 72 hour free transit, I was restricted to staying in one province. This however, indicates that it may be possible to travel between these three provinces as shown in the recommended 144 hour tour. Is this correct, could I arrive and depart from Shanghai but travel and stay in Hangzhou?
