About:72-Hour Visa-Free Transit

Am I eligible for a transit visa?

American passport. Arriving Shanghai by cruise ship. Previous port is Busan, South Korea. Leaving from Shanghai airport to return to USA. The relevant entry regulations were change on January 30, 2016 to allow entry from cruse terminals. I am unclear as to what is meant by travel onward to a third country.

Maurice, don’t worry, you are eligible for the free transit.
A third country refers to your destination which should be different from the country you fly from. Here, USA is the third country.
