About:Chinese Consulate in Vancouver

Can I apply for a Hong Kong permanent ID card in Vancouver?

I have a HK birth certificate and a HK children ID card, can I apply for the permanent ID in Vancouver?
Or can I apply on-line?

You are eligible to apply for a permanent identity card concurrently with an overseas application for a HKSAR passport in Vancouver, but there is no online service so far.
