Can I apply for a visa for China in the PRC Embassy in New York. If I am tourist in New York.

I want to go fair Canton in April. If I can do that. How long is it the process, and how much is cost?

You can probably apply for it in New York as long as you can provide valid entry permit to USA and other required documents.
It usually takes 4 working days and costs USD30.
