If I've booked two separate tickets on Air China for my journey from Yantai to HK...will Air China combine the two tickets and check my luggage all the way through or will I need to check-in again in BJ?

Firstly, you are Domestic to International Transfer in T3. You don't need to recollect the luggage. The luggage will be delivered to the final destination. If you have any question, you can consult your airline.
