Can I put a fortune in a red envelope instead of money?

I want to share New years surprises with everybody. Can I put well wishes of luck and fortune in the red envelopes instead? Is it impolite to give them to strangers and new friends with this?

Lilly, I personally think it's ok. You can put good wishes inside. However, this may disappoint your guests because they may expect there is money inside the red envelope.
