You can apply for it in Wuhan.
You mean you go there for sightseeing purpose, right? If so, you should first prepare the required documents including your passport and its copy, the application form and a recently-taken bareheaded color photo, bank statement within recent 6 months, and your residence permit in PRC as well as other relevant documents the consulate general consider necessary. Afterwards, hand in your application to the consulate general of South Korea in Wuhan to apply for it.
