Dutch citizen from India to China on VOA in Shanghai?

Eddy, it’s impossible for you to get VOA in Shanghai if you are not in an emergency.
But if you will just transit in Shanghai and then fly to a third region or country, it’s possible for you to enjoy the 72 hour free transit or the 24 hour direct transit.
