Barry, the 72-hour free transit policy has been implemented in many cities, but Urumqi is not one of them. So if you transit in the airport there, I'm afraid you need to get an entry permit in advance. Or you can limit your layover time to 24 hours when transiting in Urumqi so that you can make use of the 24-hour direct transit policy.

Beware the transit time in Urumqi is limited to 2 hours.If it's longer you need a visa.
