David, you mean your son is not Chinese? If so, he can apply for VOA at Luohu Port. But the VOA is only valid for 5 days.

Thanks Luke.My son is Australian. Will she be able to arrange a longer visa in the local government area she lives in? When I was living and working in PRC I was able to apply for it every few months in the city in which we lived.
