About:China Visa Exemption

I have a layover in Shanghai for 20 hours and I hold a Philippine passport.

Do I still need to apply for temporary entry permit if I want to go out of the airport? If yes, how can i apply for this?

Yes, you need to apply for a temporary stay permit to go out of the airport. After you arrive at the airport, you can go to the immigration counter and the officer will stamp the stay permit on your passport. Then you can leave.
