About:Postage Rate of China Post International Parcels

What is the cheapest way to send parcel(about 10kilo) to India? Time is not an issue.

The cheapest way is to send your parcel by ship. It costs around CNY 111.7 per kilogram. And each parcel shouldn't exceed 20kg. It takes one to three months and there is a big risk that your parcel might be delayed or lost somewhere.
