how to ship via e-packet/eub from china (kunming)?

I'm hoping someone can help me figure out how to start sending via E-Packet. I've been reading and have found all kinds of information on rates and qualified countries, but when I try to send a small package (under 2kg) from my city (Kunming, Yunnan), China post doesn't seem to know what e-packet is. They only offer Air, SAL, Surface and EMS, all of which are more expensive and slower than E-Packet. I have also found information that this service is only available to ebay sellers, however I'm aware that sellers on Ali-express and other ecommerce sites use it, not to mention small business in a similar industry as mine that operate independent websites. Do I need to register somewhere? Am I going to the wrong post office? Is this service only available when shipping from certain cities in China and Kunming isn't included?Any help is GREATLY appreciated!

Garry, I am afraid that individuals can't send E-packet packages. This service is provided to those small online sellers on Alibaba or Ebay.

I see... Thank you for responding so quickly. That makes sense. I've seen other companies in my industry that offer shipping though, and they have no presence on ebay or Alibaba. If they do, they may have accounts but do not sell through that channel. Do you know if it would be possible to take advantage of the E-Packet program by affiliating my business with an ebay account? Would I need my business to be registered in China as well? My partner is a Chinese national, so this would not be an issue.

Garry, I actually know little about EUB. According to what I know, those who have Ebay accounts can apply for EUB accounts. Perhaps, you might ask your Chinese partner to do this. He can also dial 11183 to learn about details.
