Embassy contact

Hello please am Caessar, a student at Kharkiv medical university. I came to apply for an express visa on 13th of January and currently am back at Kharkiv and have not heard from the embassy yet, I keep calling the number 0503550734 but the person says he can't speak English, so can I kindly get a direct number to the embassy where they can attend to me in English ???
