If it is one or two for self-using, it would be OK. If you take a great amount, you may need to apply that in advance.

I am trying to send a Hoover board with a lithium battery in it back to the company I bought it from but now I am being told that fedex is not allowed to send them in the air due to the pressurized cabin and that China is not accept them for import through customs so my question would be is it true that China is not allowing lithium batteries to be imported but can be exported

Haven't heard about the import or export limitation. But the lithium battery did not allowed to go by air thus the express company refused it. If the express go via bus or railway it should be OK. The problem is hard to find a express company which able to use.
