How can I book an hourly hotel room in shanghai airport and am I allowed to have 4 people?

You mean Pudong Airport, right? You may dial at 86-021-68346490 to book rooms. The hourly rate hotel is located on 7F, no. 71. International Departure Area, T2, PVG. ;) As I know, four people can share a room. You may try it!
