Is there a pre-paid card available for travel in subway and local bus in Guangzhou?

Yes, it's called Yanchengtong and you can get one in some of the subway stations. Here are some for reference:
Exit J, Gongyuanqian subway station;
Exit G, West Tiyu Road;
Exit C, Zoo subway station;
Exit C, Yuzhu subway station...
