Vikas, the most urgent thing is to report his situation to the exit and entry administration of the local PSB. Usually, the fine is 500 RMB per day and the maximum amount is no more than 10,000RMB. Or he will be detained for not exceeding 15 days. After the penalty, he needs to apply for an exit pass to leave PRC.
