About:72-Hour Visa-Free Transit FAQ
If i stopover in Guangzhou Baiyun Airport (CAN),can I use 72 hr transit visa to travel to Macau/HK

Sk, I’m afraid you cannot use the 72 hour transit permit to travel to Macau or HK because when transiting in Guangzhou, you are only permitted to travel in the whole province.0

I had the same problem, it´s only allowed by air. Now I booked a direct flight from Guangzhou to Hong Kong to make sure I can use the 72h free visum. But you can travel in the whole Guangdong area yes. Macau and HK are seen as third region.0
