Entry Limit on 10 Year Multiple Entry Visa

I'm curious about there being an annual entry limit on the 10 year multiple entry type granted to citizens of the United States.

Randall, as fars as I know, there is no limit for the times you can enter China with the 10-year multiple entry permit.
