Is there a time limit on a tourist visa application (my Chinese spouse to visit family in U.S.)

Nearing 30 days now, we're still awaiting document (letter of invitation [required?]) to complete the application.

Craig, the whole processing time for the application is 3 weeks. Thus, you should submit your application at least one month earlier before your actual trip. The invitation letter is required and you should get it as soon as possible.
