can myanmar citizen, border pass holder go back myanmar by flight without passport?

Dear sir,
Please help me, as I'm so worried for my cousin, myanmar citizen, holding a temporary border pass only, got lost the way home. He doesn't know how to go back Myanmar. He is now in Yongren. I wonder if you could help him go back home without the passport by flight from Kunming, as it is the nearest place to take a flight.

Dear, did he lose his passport? If yes, he can apply for a new one at the embassy of Myanmar in PRC.
I’m afraid it’s a little bit risky to take the flight by border pass. Or he can contact with the frontier inspection at Kunming Airport and consult about it. Tel: 0086-871-96566
