Work permits abroad?

Hi, I recieved a job offer to coach basketball in China but they are asking for $510 for a working certificate? Is it that expensive, could this job offer be a scam?

Dear, as far as I know, your employer will apply for the work permit for you and I have never heard that it charges. You should be careful and confirm it.
But if you find the job through an agency, it usually charges. In my opinion, it is still too expensive.
