How come if i want book Hourly Lounge in PEK?

How come if i want book Hourly Lounge: between the Gate D2 and the Gate D3 at B1 (for foreign passengers); and how much per hour?

Well, the fare is about CNY 100/ per hour, CNY 160/ 2 hours, CNY 220/ 3 hours and CNY 280/ 4 hours.
