Myrna, it’s not easy to get a VOA in Guangzhou in normal cases, but you can apply for a VOA in Shenzhen. It usually charges CNY168. With the VOA, you can just stay in Shenzhen Special Economic Zone. However, someone once said they used Shenzhen VOA to travel to Guangzhou. It’s okay if no police checks your passport. You can have a try.
