Hotel Star category restrictions for foreigners

I have read that the foreigners are NOT allowed / permitted to lodge / stay at any Hotel having less than THREE STAR RATINGS ?
ii). Whether foreigners can safely stay at Youth Hostels and other Hostels, which are not star rated ?

Anup, you really worry too much. I stayed at Youth Hostels and met many foreigners there.
