Queenie, no, you cannot apply from Penang and you should apply for it from the CVASC in Kuala Lumpur. First, prepare the required documents including your passport and its photocopy, the filled-out application form and a recently-taken bareheaded color photo, round trip air tickets booking record and hotel reservations. And then submit those documents to the CVASC and wait for the result.
