About:Hong Kong Airport Express

Is there a free shuttle from HK airport to Kowloon?

Or are these shuttles free when we get to the city?

Well, no free shuttle bus can take you to Kowloon from airport.
You can take AE to there directly. The ticket fare is 90 HKD per person. Or you can take bus no.E11 at Airport (Ground Transportation Centre), get off at Western Harbour Crossing Toll Plaza. The duration is about 55 mins. It costs 21 HKD per person. Afterwards, walk northeast around 280 yards (250 meters).
