Can you help me? I can't get visa from Turkey

hello sir. i live in turkey but the turkey embassy is not making the visa they tell me you can take it only in domescus can you help me about this ? i went to china 6 times. now i live in turkey and i have ikame and i want to go to PRC for tourisim and business what i must do?
