China Eastern Airlines: Checked Baggage policy for flights leaving / arriving into Hong Kong

They only allow 20kg of checked baggage for economy passengers on domestic flights. I did notice that they allow economy passenger travelling on international routes a single checked bag of 23kg. My question; is a flight from Hong Kong to Shanghai considered an international flight or a domestic flight in regards to their policies on baggage weight limits for economy passengers. Thanks.
