You can walk to Hongtaiyang Square in the old town, where you can take the direct tourist bus No. 7 to the mountain foot. The bus fare is CNY15.0

Its exact location is no. 215, Minzhu Road, Lijiang Ancient Town, and is close to the famous big waterwheel of the town. If you are still confused, show these to locals: 红太阳广场, and get the directions.1
