can i come see a friend who is a chinese national but coming only for 2 weeks to china?

My chinese friend is coming for 2 weeks to PRC in 4 days time and i would like to take that opportunity to meet him. so i need visa on arrival as i checked in india and it takes 10 working days for normal procedure.
