Cia, you should go to the local notary office where you lived before when you were in PRC to apply first, and the office will inform the local PSB to issue the certificate, and then the notary office issue the notarization of police clearance to you. But you are in Manila now, so if you have friends in PRC and you can entrust one to handle this for you. If the notary office stipulates that it must be handled by yourself, you need to come back and do it on your own. Can I know which place did you live before and I can try to find their office number? In this way, you can contact it to consult about the details.

Thanks for the kind reply,
I stayed in Shenzhen, Do they issue certificate for a tourist or is this document only for those who have working type, yes I'm here in PH now and will be tough for me to go back there.
What else is my option since I don't have friends there to help me. I was there few years back.

Hoping for your kind help,
Thanks

According to the information provided on the website of the notary office in Shenzhen, foreigners are required to provide temporary accommodation registration form (acquired at the police station who has jurisdiction over the detailed address you stayed at), employment certificate or introduction letter from the company or school.

Therefore, I guess that the non-criminal certificate should be issued to those who work or study there.

Anyway, you might try to contact the notary office first for consultation. It's possible that the officials may not speak English. If so, I am afraid that you have no choice but got back to Shenzhen to apply on your own.
